No alterations or amendments shall be made to the Constitution and Bylaws unless proposed in writing and submitted for inclusion with a legally noticed regular meeting of the Joint Board.
This Constitution and Bylaws may be amended only by the affirmative vote of two thirds (2/3) of all commissioners representing member municipalities.
